CSIS Commission on Smart Power

America's image and influence have declined precipitously around the world. To maintain a leading role in global affairs, the United States must move from eliciting fear and anger to inspiring optimism and hope. In 2006, CSIS launched a bipartisan Commission on Smart Power to develop a vision to guide America's global engagement. This report lays out the commission's findings and a discrete set of recommendations for how the next president of the United States, regardless of political party, can implement a smart power strategy.The United States must become a smarter power by once again investing in the global good—providing things people and governments in all quarters of the world want but cannot attain in the absence of American leadership. By complementing U.S. military and economic might with greater investments in soft power, America can build the framework it needs to tackle tough global challenges. Specifically, the United States should focus on five critical areas detailed in this report: alliances and institutions, global development, public diplomacy, economic integration, and technology and innovation.Implementing a smart power strategy will require a strategic reassessment of how the U.S. government is organized, coordinated, and budgeted. The next president should consider a number of creative solutions to maximize the administration's ability to organize for success, including the appointment of a “double-hatted” deputy to both the national security adviser and the director of the Office of Management and Budget who could carry out a smart power strategy.

This volume of Analog Circuit Design concentrates on three topics: Low-Power Low-Voltage Design; Integrated Filters, and Smart Power. The book comprises six papers on each topic written by internationally recognised experts. These papers have a tutorial nature aimed at improving the design of analog circuits. The book is divided into three parts: Part I, Low-Power Low-Voltage Design, describes the latest techniques for producing analog circuits with low-voltage low-power requirements. These circuits have an important role to play in the increasing trend towards portable products, where battery life is an important design factor. The papers cover design techniques for amplifiers, analog-to-digital converters, micro-power analog filters and medical devices. Part II, Integrated Filters, presents papers which detail nearly all known techniques to construct integrated filters. These filters all use resistors and capacitors to obtain the filtering function due to the low quality of inductors in silicon. Integration of the filtering function on chips is important to reduce system cost and provide greater accuracy. Part III, Smart Power, illustrates up-to-date techniques for implementing thermal detectors and protection networks to improve reliability and the lifetime of many analog devices. These devices are more specifically those with different analog blocks operating at different temperatures. Smart Power is thus never limited to circuit design only, but must also include packaging and cooling considerations; it is system design. U.S.-China ties could have a greater impact on international affairs than any other relationship. Solving the world's most serious issues—including global financial instability, proliferation and terrorism, climate change, and energy insecurity—is difficult to envision without joint action by Beijing and Washington. In today's globalized world, transnational challenges require trans¬national solutions, especially by the most important states. U.S.-China partnership is indispensable for addressing many of the main challenges of the twenty-first century.To foster a more cooperative relationship and reduce mutual tensions, Chinese and U.S. leaders must adopt a broader conception of their nation's interests, one that includes advancing the global good as a joint means to realizing their country's own national aims. China and the United States can almost always achieve their diverse economic, security, and other objectives more effectively through cooperative use of their smart-power resources—including diplomatic, economic, military, political, and cultural tools—rather than through unilateral action. The CSIS Commission on China examined smart-power opportunities for the U.S.-China relationship, and in this report offers some recommendations. The proposals seek to help construct a new strategic framework for a cooperative U.S.-China relationship, anchored in the concept of smart power and employing clear, measurable, and enforceable goals.
